Government has scrapped S.4 examination fees for all USE participating schools. An official circular, number 01/2010, signed by the permanent Secretary, Francis X.K. Lubanga says the move is part of Government’s commitment to remove all barriers that inhibit students accessing quality secondary education.
Pioneer students of the Universal Secondary Education (USE) Programme have now reached Senior Four, and, so, are expected to write their Uganda Certificate of Education Examinations (UCE) in October/November this school year.
Government will pay the UCE registration fees for all eligible USE students, which is Shs 63,000 per candidate. The circular, however, gives conditions for accessing this privilege.
The student must have been enrolled in a USE participating secondary school in 2007; should have attained between aggregate 4 and aggregate 28 in the Primary Leaving Examinations (PLE) in 2006; and should have been regular at school where he/she enrolled.
Head teachers must ensure that only regular and eligible students are presented to UNEB for this free registration for examinations.
“For avoidance of doubt, I need to emphasize that a student who was ineligible for admission as a USE student under the USE Programme or one who was not enrolled in a USE implementing school does not qualify for this UCE UNEB registration grant. Head teachers of all USE schools are advised to ensure that they present only candidates in their schools,” emphasizes Lubanga.
The verification of eligible students will be carried out during the national headcount exercise in March 2010.
“Through this press release, I would like to inform all parents and all stakeholders that no head teacher of any USE participating secondary school, both government and private, should require any USE beneficiary student to pay UNEB’s UCE registration fees for 2010,” concludes the circular.
