Taibah, Aga Khan and Greenhill lead the way

As the academic year comes to its end, many parents in search of better services and facilities are faced with the decision of where to place their children next year.

The Observer has conducted a mini-survey to establish the primary schools with the highest fees structure in the country.Taibah Junior School is one of the most expensive primary schools in the country, our mini-survey has revealed.

The mini-survey, which was mainly a review of the schools’ fees structures, established that pupils in form one to seven at Taibah Junior School pay Shs 1.6 million per term. The headmistress, Judith Musisi, told The observer on phone that the money includes other basic items like mattresses.

According to information on the school’s website, the tuition fees are set and maintained for up to three years. Our survey reveals that the Entebbe Road-based international school is closely followed by another international school, Aga Khan Primary School, and Green Hill Academy. Aga Khan Primary School charges Shs 700,000 per term, while Green Hill Academy charges a uniform fee of Shs 690,000 from P.1 to P.7, and an additional Shs 270,000 for the boarding section.

The two are followed by Kampala Parents School and Kampala Junior Academy, which charge Shs 500,000-Shs 710,000 and Shs 540,000 in tuition fees respectively.  Our survey looked at the sampled schools’ fees structures only.

It was noted that the fees differ according to whether it’s day or boarding, with the latter paying some additional costs. An analysis of the charges shows that schools in Kampala charge more school fees than their upcountry counterparts. Also, private schools are more expensive than their public counterparts.

Interestingly, some primary schools charge more money than some courses at universities, notwithstanding the latter’s semester system. While a primary school term is three months, a university semester is close to five months. Even after the recent 40% hike in tuition fees in public universities, some courses at Makerere University are cheaper than many primary schools.

For instance, at Makerere University a Bachelor of Science and Education (External) is offered at Shs 400,000 per semester while Bachelors of Commerce (External) goes for Shs 500,000 per semester.

Bachelor of Arts and Bachelor of Arts/Science with Education students pay Shs 630,000 and Shs 672,000 per semester respectively. Compare that with several up-market primary schools that charge Shs 700,000 and above!

The Ministry of Education and Sports publicist, Aggrey David Kibenge, told The Observer that government does not fix fees structures for private schools.  “This is because the bulk of primary education is provided through UPE schools, so the parents are left with the choice between public schools which are free and private schools which may be expensive,” he said.

Government should come up and place a cap on these wild fees structures because if it goes on like this, only the rich (abali mu kintu) will educate their children.

The poor children from poor backgrounds have no future!! Not with the kind of services offered by the UPE schools.

Government should also step up the quality of education provided in these UPE schools, provide educational materials and so on. Otherwise, Ugandan education is for "them"!
